Project Summary
Hillcrest Village Apartments in Manistee, Michigan houses 45 low income 1-, 2-, and 3-bedroom units, and is intended to address the area’s critical need for workforce housing while focusing on efficiency, air quality, and overall quality of life. The main building houses 27 one- and two-bedroom units, while three smaller buildings house 6 two-story stacked flat units. This project provides high-quality housing for residents with an abundance of amenities and efficient design features, all at an affordable price. Hillcrest Village was one of the first projects in the country to achieve dual certification through the Enterprise Green Communities 2020 and WELL Building programs.
Innovations

Apartment units have ENERGY STAR appliances, whole unit ventilation and low flow faucets.
Features include barrier-free accessible units, a fitness center, community room, on-site management, storage, scenic upper-floor views, carports/garages, and in-unit laundry.
Outcomes
- The project added 45 units of broadly affordable workforce housing to a market that desperately needed more options.
- Beyond housing, Hillcrest supports the local workforce, enabling employers to attract and retain staff—a critical factor amid the housing crunch affecting sectors like healthcare and education.
